The Dhaka Water Supply and Sewerage Authority, DWASA, provides water to poor and floating people through about 1000 street taps in the city. However the taps are stolen so often that most of the times water is seen falling continuously from the bare supply pipes. People of Old Dhaka made this contraption to prevent wastage of water.
